    Citizens’ Concerns About the Privacy of Personal Information Held by Government: a Comparative Study, Japan and New Zealand

    The paper reports an investigation of the concepts of information privacy and trust in government in Japan, and compares the findings with an earlier study in New Zealand which used a similar instrument. Cultural and other factors are sought which might explain differences in attitudes shown in the two studies. The responses of Japanese citizens interviewed indicated that they had major concerns about information privacy, knew little about any protection offered in law, and had considerably less trust in government than New Zealand respondents showed. Cultural factors that might contribute to these differences, such as the difference between a collectivist versus a more individualistic culture were reflected in some of the respondents' explanations of their views

    Exploring ICT Use in Voluntary Sector Organizations: A Framework Based on the Social Actor Model

    Voluntary sector organizations provide services to disadvantaged communities, those that are either beyond the reach of state services or unable to afford services offered by the private sector. Research that explores ICT use by these organizations is scarce. The available studies are limited to identifying barriers that prevent ICT adoption and use of ICTs in large transnational organizations. A theoretical understanding of the post adoption stages of actual and effective use in community based voluntary sector organizations is not evident. This paper presents a provisional modification of the social actor model (Lamb and Kling 2003), and outlines how it could be used to provide a theoretical understanding of the influences of effective ICT use in voluntary sector in their day to day operations

    Self-Efficacy and Engagement as Predictors of Student Programming Performance

    Programming is a core subject introduced in the first year of an Undergraduate Computer Science programme. Since programming is a core subject, it is a major concern that high attrition and failure rates continue to be reported in such courses. Evidence from the literature suggests that programming is cognitively demanding, and the solutions proposed have had minimal impact on students in introductory programming courses. However, in the literature on learning theory, there is evidence suggesting that the self-efficacy beliefs of students affect their engagement, and that their engagement affects their performance. In the literature on introductory programming courses, there is a lack of research examining the effect of self-efficacy on engagement, and the effect of engagement on the programming performance of students. This leaves a gap in programming research that this research seeks to fill. Based on student engagement frameworks in the literature on learning theory, a conceptual model was developed. To operationalise and validate the conceptual model within the context of learning programming, a study consisting of focus group interviews and a survey on students in introductory programming courses is proposed. The results of the survey will be analysed using structural equation modelling (SEM) techniques

    Today organisations both in the private and public sectors rely on Information Technology (IT) solutions and continue to make significant investments enabling business via IT. The increase in investment in IT is due to the demand for more efficient and cost-effective delivery of products and services. The dependency on IT and the increased level of investment in IT have both motivated a wider accountability focus on strategic technology initiatives, and a complex mix of political, organisational, technical and cultural shifts requiring far-sighted management and governance of IT. Throughout the last decade, systems, processes, standards and best practice frameworks have been developed to facilitate effective IT governance. However, a large number of IT initiatives fail to deliver. Getting value from technology deployment via effective IT governance remains a key concern of management. This paper presents the outcome of the analysis of four IT deployment cases studies. The analysis of the four case studies demonstrated a strong connection between project failures and inadequate governance practices

    Institutional repositories in New Zealand: comparing institutional strategies for digital preservation and discovery

    This paper outlines an ongoing project to create of a knowledge base to support the development of institutional repositories in New Zealand. The knowledge base wiki includes a summary of key literature to date, highlighting best practice, and standards relevant to the New Zealand sector, and a set of case studies of how New Zealand institutions have developed their repositories to date. These case studies are analysed, and different strategic approaches taken by institutions across the sector identified. These will then be discussed in relation to the issues identified in the literature. The paper also outlines new research areas being developed by the research team, a national approach that will link individual institutional approaches with the goals of the New Zealand Digital Strategy, and incorporate a survey of the perceptions and responses of NZ academics, and other key stakeholders, that are critical to the success of both the national strategy and individual institutional initiatives
